Summary

The NHS Outcomes Framework (NHS OF) is a set of indicators developed by the Department of Health and Social Care to monitor the health outcomes of adults and children in England. The framework provides an overview of how the NHS is performing. This report provides information about the indicators updated in this release.

There is an ongoing review by NHS Digital of emergency readmissions indicators across the frameworks, many of which have not been published since 2014. Phase one of this review involved the publication of two indicators on March 21 2019; CCG Outcomes Indicator Set indicator 3.2 and NHS Outcomes Framework indicator 3b – Emergency readmissions within 30 days of discharge from hospital. This will be followed by the publication of Compendium emergency readmissions indicators in April / May 2019.

Phase two of the review will involve a full review of the indicator to address known issues and refine the methodology, this will include input from external parties.

The files relating to indicator 3b and a commentary analysing the indicator were added to this publication on 21st March 2019.

A correction was made to indicator 1b on the 6th March 2019 due to errors found in the data. The confidence intervals for females in the region breakdown for the 2015-17 time period were displayed the wrong way round and some of the upper intervals were rounded incorrectly. These have now been corrected.

The February 2019 release provides new data for the following indicators:

1b Life expectancy at 75 - i. Male ii. Female

1.1 Under 75 mortality rate from cardiovascular disease

1.2 Under 75 mortality rate from respiratory disease

1.3 Under 75 mortality rate from liver disease

1.4 Under 75 mortality rate from cancer

2.2 Employment of people with long-term conditions

2.3.i Unplanned hospitalisation for chronic ambulatory care sensitive conditions

2.3.ii Unplanned hospitalisation for asthma, diabetes and epilepsy in under 19s

2.5.i Employment of people with mental illness

3a Emergency admissions for acute conditions that should not usually need hospital admission

3.2 Emergency admissions for children with lower respiratory tract infections

3.6.i Proportion of older people (65 and over) who were still at home 91 days after discharge from hospital into reablement/rehabilitation services

3.6.ii Proportion offered rehabilitation following discharge from acute or community hospital

3.7.ii Tooth extractions due to decay for children admitted as inpatients to hospital, aged 10 years and under

5.1 Deaths from venous thromboembolism (VTE) related events

The following indicator was updated for all time periods as part of the readmissions review in March 2019. It is released as experimental statistics:
