Summary

The NHS Outcomes Framework indicators form part of the NHS Outcomes Framework. These indicators have been designed to provide national-level accountability for the outcomes the NHS delivers and drive transparency, quality improvement and outcome measurement throughout the NHS. They do not set out how these outcomes should be delivered; it is for NHS England to determine how best to deliver improvements by working with Clinical Commissioning Groups (CCGs) to make use of the tools at their disposal.

**Note (22/05/2014): The following two NHS Outcomes Framework indicators previously contained incorrect data

  • 1a Potential years of life lost (PYLL) from causes considered amendable to health care
  • 1a.i Potential years of life lost (PYLL) from causes considered amenable to health care - adults

The population (denominator) figures used in the calculation of all breakdowns in indicator 1a.i and for the age breakdown in indicator 1a were incorrect. The European Standard Population (ESP) used in these calculations included data for all ages instead of the age specific ESP. As such, the indicator value along with the lower and upper confidence intervals for the affected breakdowns were incorrect. These figures were also used in the Commentary.

These indicators and the Commentary report have been corrected as of 22nd May 2014.

** Note (13/05/14): The following indicators in the February 2014 NHS Outcomes Framework indicators previously contained errors:

  • 1.3 Under 75 mortality rate from liver disease
  • 5.5 Admission of full-term babies to neonatal care.

Error 1: The population (denominator) figures for England in 1.3 Under 75 mortality rate from liver disease for all years except 2004 and 2012 incorrectly excluded populations for age-groups where no deaths were recorded. The indicator values for these years were not affected.

Error 2: The number of neonatal admissions (numerator) and indicator value for Solihull PCT for 5.5 Admission of full-term babies to neonatal care were incorrect for 2011.

Consequently, the number of neonatal admissions for England was also incorrect, however the indicator value for England was not affected.

These indicators have been corrected as of 30th April 2014.

** Note (27/03/14): There were previously two issues which affected data labelling for indicator 3a Emergency admissions for acute conditions that should not usually require hospital admission.

Issue 1: This affected the age breakdown data labels for quarter 3 for 2006-07. The data labels had been incorrectly re-sorted so that the '5 to 9' age band was positioned between '45 to 49' and '50 to 54', however, the associated data were not sorted in the same way, therefore the data were labelled incorrectly for age bands '5 to 9' to '45 to 49'.

Issue 2: This affected the age and gender breakdowns for all quarters and years of data. The "Expected" values for age were presented as the "Expected" values for gender and vice versa. This did not affect any other columns presented in the data files.

This indicator has been corrected as of 27th March 2014.

The February 2014 release sees the publication of the following new indicators:

  • 1.4.i and 1.4.ii One- and five-year survival from all cancers
  • 1.4.iii and 1.4.iv One- and five-year survival from breast, lung and colorectal cancer
  • 1.6.iii Five year survival from all cancers in children

The release also sees the publication of new data points for the following indicators:

  • 1b Life expectancy at 75
  • 2.2 Employment of people with long-term conditions
  • 2.5 Employment of people with mental illness
  • 4.5 Patient experience of maternity services
  • 5a Patient safety incidents reported
  • 5b Safety incidents involving severe harm or death
  • 5.4 Incidence of medication errors causing serious harm
  • 5.5 Admissions of full-term babies to neonatal care

Further, updated values due to the newly implemented European Standard Population (ESP) and rebased Office for National Statistics (ONS) mid-year population estimates (based on 2011 Census) were calculated for the following indicators:

  • 1a Potential years of life lost (PYLL) from causes considered amenable to healthcare - All
  • 1a.i Potential years of life lost (PYLL) from causes considered amenable to healthcare - Adults
  • 1a.ii Potential years of life lost (PYLL) from causes considered amenable to healthcare - Children and young people
  • 1.1 Under 75 mortality rate from cardiovascular disease
  • 1.2 Under 75 mortality rate from respiratory disease
  • 1.3 Under 75 mortality rate from liver disease
  • 1.4 Under 75 mortality rate from cancer
  • 1.5 Excess under 75 mortality rate in adults with serious mental illness
  • 2.3.i Unplanned hospitalisation for chronic ambulatory care sensitive conditions
  • 2.3.ii Unplanned hospitalisation for asthma, diabetes and epilepsy in under 19s
  • 3a Emergency admissions for acute conditions that should not usually require hospital admission
  • 3.2 Emergency admissions for children with lower respiratory tract infections

Updated values were also calculated for the following indicators due to changes in the calculation methodology:

  • 2 Health-related quality of life for people with long-term conditions
  • 2.1 Proportion of people feeling supported to manage their condition
  • 2.4 Health-related quality of life for carers
