Current chapter – Consultation


Consultation, as required by section 258 of the 2012 Act, has been completed by NHS Digital with the following organisations:

  • The British Medical Association (BMA)
  • The Royal College of General Practitioners (RCGP)
  • NHS England, as directing organisation
  • PHSMI expert reference group which includes several GPs, secondary care clinicians, service users, commissioners, and representatives from Arm’s Length Bodies.
  • The Data Coordination Board (DCB)4, which includes representatives from the Department of Health and Social Care (DHSC), The National Institute for Health and Care Excellence (NICE), NHS England, Public Health England (PHE), Care Quality Commission (CQC), Local Government Association (LGA), Health Education England (HEE), Health Research Authority (HRA), Association of Directors of Adult Social Services (ADASS) and NHS Digital

The Data Coordination Board (DCB) – a sub board of the system-wide Digital Delivery Board (DDB), the DCB acts with delegated authority from the DDB and directly from the Secretary of State as the main governance route through which all data collection requirements are agreed, and priorities assigned.


In addition, and as part of the assurance process, the Data Coordination Board requests appropriate consultation is undertaken with the members of the Joint GP IT Committee (JGPITC) to obtain feedback on the technical design of the extraction.

A targeted stakeholder consultation exercise with members of the JGPITC took place between 6 July 2020 – 31 July 2020. The findings of the targeted stakeholder consultation are being considered and will inform future data extractions.

In reflection of the extensive professional and other stakeholder involvement in developing the PHSMI data collection, few objections or challenges were raised in response to this consultation exercise.

Wide consultation has been undertaken on what a comprehensive physical health check in primary care includes and therefore what data is required. Guidance has been developed by a PHSMI expert reference group which includes several GPs, secondary care clinicians, service users, commissioners, and representatives from arm’s length bodies.

NHSE and NHSI have also consulted with relevant clinical advisors in deciding which data items should be included in this extract. The SNOMED CT codes that make up the data items have been reviewed and agreed by NHS Digital Clinical Informatics Advisors.
