Current chapter – System delivery function and change control process


System delivery function

There is no requirement for NHS Digital to create or procure a system delivery function to facilitate this work. It is expected that NHS Digital will utilise its existing strategic tool set to meet this requirement.


Change control process

Changes to the data specification are managed via the governance structure and follow a defined path, which includes liaising with external stakeholders.

This process flow is shown below:

  1. NHS England and NHS Improvement - proposal for change to data collection.
  2. NHS England and NHS Improvement  - consult with stakeholders.
  3. NHS Digital - prepare revised Quality Service Requirement (QSR).
  4. NHS England and NHS Improvement - agree QSR.
  5. NHS England/NHS Digital - draft revised Directions for significant changes.
  6. Information governance - consulted regarding changes.
  7. NHS Digital - revise GDPR documentation.
  8. NHS Digital - revise data specification.
  9. NHS Digital - follow process for acceptance of the Directions.
  10. Data Standards Assurance Services (DSAS) - review data specification and assure collection.

  11. Data Co-ordination Board (DCB) - review data specification and approve collection.

  12. NHS Digital - issue revised data provision notice.

  13. NHS Digital - collect data via General Practice Extraction Service (GPES) process.
