Create a new user profile
How to add a new user in Care Identity Management so they can get an authenticator (e.g. a smartcard) and access patient information.
Which roles can do this?
- Registration Authority Manager
- Registration Authority Agent (Advanced)
- Registration Authority Agent
- ID Checker
Sponsors cannot use Care Identity Management to create new user profiles. They should use Apply for Care ID instead.
What you'll need: identity verification
You'll need to provide 3 forms of identification for the user. This must be:
- one photo ID
- one proof of address
- one more form of identification from either category
You do not need to have the documents in your possession to use the service, but you must confirm you have checked them yourself.
What you'll need: digital photo of the user
You'll also need a digital photo of the user that must:
- be clear and in focus
- show the person facing forward
- not have their hair or other objects covering their face
- not contain any other people or objects
If you do not have a photo, you can use your device's camera to take a photo while using the service.
How to create a new user profile
From the Care Identity Management home page, choose 'Create a new user'.
Next enter the user's personal details.
You must:
- enter their name exactly as it is displayed on their official ID document
- include their middle name(s), if these are shown on their official ID document
You can use the 'Name on smartcard' box to enter a name that will be displayed on the smartcard instead of the user's full name. If you leave the box empty, the user's full name will be displayed on the smartcard.
When you've finished entering their details, press 'Continue'.
Next enter the number of at least one of the user's identity documents. When you've finished, press 'Continue'.
The service will now check that the user does not already have a Care Identity profile. You'll either see possible duplicates that you can use instead of creating a new profile, or a screen telling you that no duplicate has been found.
Next you can enter the user's contact details if you have them. When you've finished, press 'Continue'.
Next you'll need to add a photo of the user. You can either upload a photo or, if the user is with you, use your device's camera to take one now. You must make sure the photo follows the rules shown on screen.
Next choose the 3 documents you have used to verify the user's identity. At least one must be from the photo ID options. Select 3 documents, tick the box to confirm you have seen and verified these documents yourself, and press 'Continue'.
Note: if the staff member has an eVisa, follow this guidance.
When you select 'Continue', you'll see a notes field where you can enter any additional information you need to record.
Finally check the details that you have entered and press 'Create user'. You'll see a confirmation message with the user's new Care Identity ID number (their UUID).
