Changes in this series

Data in this publication contain the changes to ICB structures introduced in April 2026. Please note that we have not run historical time series data and they will reflect the current position from April 2026 onwards only.

For full details of these changes, please refer to the Organisation Data Service pages: ODS Implementation of ICB Mergers Phase 1 - April 2026 (for information only) - NHS England Digital.

Boundary changes introduced in April 2026 have led to some complications with the way we currently present our Sub-ICB-level data on Ad-hoc locums in Annexes C1 and C2 in the main publication tables. Ad-hoc locums are traditionally subject to a lag in reporting compared to other parts of the workforce and this lag has introduced complication in trying to add new ICB data to the old ICB mapping structure during this period, primarily as the 2 sets are not directly comparable.

While we work on aligning the data across these 2 periods we will only be presenting data for National totals (in Annex B), as these are unaffected, and for the new ICB structure (Annexes C1 and C2) from April 2026 onwards. We envisage ultimately retiring the existing Annexes relating to the old structure. Figures for Annex C mapped to the old structure are available in the March 2026 publication and updated figures will be available for recent months in due course. We will update these publication pages as this work continues.

Recent ICB structural changes have also affected some of the CSV files we produce in the quarterly release of the GP Turnover data. Whilst we are still able to release ICB level data of Joiners and Leavers - owing to the way these staff either appear or disappear from the data - we are unable to track staff who have moved between different ICBs.

This is due to the data we have for files 2a and 2b including individuals who have moved between ICBs, but cannot account for how many people moved due to ICB changes. Certain ICBs therefore will have a misleading amount of joiners/leavers and will appear to have a higher or lower turnover than is actually the case. Consequently we will not be producing CSV files 2a and 2b which included movers between ICBs until a full 12 months of data are available which will allow for full comparisons.
