Experimental statistics, Official statistics in development
Mental Health Services Dataset (MHSDS) Version 6
The April 2024 to September 2024 reporting period figures are the second to be published using MHSDS v6. The implementation of MHSDS v6 includes a fundamental restructuring of the recording of key areas, although none that impact the Autism Waiting Times publication.
Full details of the major methodological changes made for this publication can be found here.
Figures should be interpreted with caution as Data Quality issues may be present in the data used to create the measures. Please see the 'Data Quality Comments' available from here which contains details of providers who have reported Data Quality issues.

Construction
Changes in the construction of analysis since March 2022 release
From the March 2022 release the previous measures (ASD01-09) were retired and a new set of measures ASD11-24 were developed. These new measures have been designed following a review of the statistics with NHS England and NHS Improvement where data quality issues were identified. Specific data quality measures have also been produced to help providers identify where there might be issues with their data. The intention is to review these metrics for future publications and develop further as data quality improves.
These measures quantify the open, new, and closed referrals by month across a rolling 12-month period. They also quantify the number of patients with an open referral, as well as looking at patients who have received a first contact appointment within 13 weeks of their referral and patients who have a recorded diagnosis.
The previous forward model methodology reported all activity back to the date of the referral and did not present current waiting list information. The new measures have been designed to show the numbers of referrals and patients at different points in time. Additionally, information on contact appointments and diagnoses associated with those patients and referrals is included. Further developments to these statistics will aim to include additional breakdowns of the number of patients with an open referral for suspected autism as well activity associated with those.
This publication will continue to be published as a quarterly series.
Changes in the construction of analysis since June 2022 release
Two metrics have been added and one metric has been amended in the June 2022 publication. These changes have been implemented to allow for a new waiting time measure to be included:
- ASD16a - Number of patients with an open 'suspected autism' referral in the month that has been open for at least 13 weeks is a new metric. This is a sub-set of ASD16 (Number of patients with an open ‘suspected autism’ referral in the month) where only patients with a referral that has been open for at least 13 weeks are included.
- ASD18 - Number of patients with an open 'suspected autism' referral in the month, that has been open for at least 13 weeks, receiving a first appointment within 13 weeks has been amended. This has been changed so that only patients where their referral has been open for at least 13 weeks, who have also received a first appointment within 13 weeks are included.
- ASD19 - Proportion of patients with an open 'suspected autism' referral in the month, that has been open for at least 13 weeks, receiving a first appointment within 13 weeks is a new metric. This is the new waiting time measure which is calculated from ASD16a and ASD18 (ASD18 divided by ASD16a).
Two data quality metrics have been removed to provide a shorter list of metrics that focus on the main issues with the quality of the data:
- ASD15 - Number of open 'suspected autism' referrals that do not appear in every month from first submission has been removed. This metric was included to demonstrate that the data submitted to MHSDS has gaps in submission (not every referral that is open is submitted in every month). However, the data quality metric ASD14 - Number of open, 'suspected autism' referrals in the month that do not appear in any subsequent month whether discharged or not highlights the larger issue that referrals for suspected autism that stop being submitted are not recorded as closed in MHSDS.
- ASD22 - Number of ‘suspected autism’ referrals receiving an autism diagnosis in the month has been removed. Comparing this metric to ASD21 - Number of patients with a 'suspected autism' referral receiving an autism diagnosis in the month demonstrated that there was not a substantial number of patients with multiple referrals with an autism diagnosis recorded.
Changes in the construction of analysis since September 2022 release
There has been a revision to the methodology of measure ASD17 following a review of how this is constructed. This measure previously counted referrals that are open within the month regardless of whether they have also flowed in that month. Previously, this meant that some referrals which have not flowed for a long time were contributing to the metric. This measure has now been revised to count open referrals that had been flowed within the month only.
Changes in the construction of analysis since December 2022 release
There have been multiple amendments to the methodology of defining a suspected autism referral from the December 2022 publication.
- We now only include referrals where the primary reason for referral is suspected autism
- Referrals with an associated inpatient spell have been excluded, so that only outpatient referrals are included in the analysis
The list of SNOMED codes used to define an Autism diagnosis has been updated to include more valid codes. These codes are listed on the Data Quality page.
We have added the following extra waiting time measures:
- ASD18a - Number of patients with an open 'suspected autism' referral in the month, that has been open for at least 13 weeks, receiving a first appointment after more than 13 weeks is a new metric. This new metric is a count of all unique patients with at least one open referral from ASD16a for which the time elapsed between referral date and care contact date is greater than 91 days (13 weeks).
- ASD18b - Number of patients with an open 'suspected autism' referral in the month, that has been open for at least 13 weeks, that have not had a care contact appointment recorded is a new metric. This new metric is a count of all unique patients with at least one open referral from ASD16a for which there has been no care contact recorded.
- ASD19a - Proportion of patients with an open 'suspected autism' referral in the month, that has been open for at least 13 weeks, receiving a first appointment after more than 13 weeks is a new metric. This is the new waiting time measure which is calculated from ASD16a and ASD18a (ASD18a divided by ASD16a).
- ASD19b - Proportion of patients with an open 'suspected autism' referral in the month, that has been open for at least 13 weeks, that have not had a care contact appointment recorded is a new metric. This is the new waiting time measure which is calculated from ASD16a and ASD18b (ASD18b divided by ASD16a).

Changes in the construction of analysis since September 2023 release
From the September 2023 publication onwards, the methodology used for the specified measures below within the Autism Waiting Time Statistics will include the following change.
We have changed the way that a referral for ‘suspected autism’ is counted as open. Previously, open and close dates in the latest submitted version of a referral were used to determine which months the referral is counted as open. Data submitted to MHSDS includes a row of data for each referral for each unique month that the referral is open. After consulting with providers and carrying out some exploratory analysis into how effective providers are at closing referrals in the system and looking into why referrals remain open for a long period of time, we have agreed to implement a change in the logic of how we calculate open referrals in the publication. The new methodology will only count the referrals as open in the months when a row of data has been submitted or flowed. This means we can be sure that the referrals that are flowed each month are definitely active and we can be confident that this number of open referrals provides a more accurate view of this.
For more information on the scope of the Methodological Change please follow this link.
Changes in the construction of analysis since December 2023 release
From the December 2023 publication onwards, the publication series will include new average (median) waiting time measures, new diagnosis data and new referral rates measures.
New average (median) waiting times measures
The new median waiting times metrics are:
- ASD25 - Median waiting time in days for all referrals where the first care contact appointment was in the quarter*
- ASD26 - Number of referrals where the first care contact appointment was in the quarter*
- ASD25a - Median waiting time in days of patients aged 0 to 17 years where the first care contact appointment was in the quarter*
- ASD26a - Number of referrals of patients aged 0 to 17 years where the first care contact appointment was in the quarter*
- ASD25b - Median waiting time in days of patients aged 18 years and over where the first care contact appointment was in the quarter*
- ASD26b - Number of referrals of patients aged 18 years and over where the first care contact appointment was in the quarter*
*quarter = three months up to and including the month stated (Eg April 2022 will include first contact appointments in Feb, Mar and Apr 2022).
These measures are in early stages of development but we are releasing this metrics in order to enable us to engage with people in their assurance, and they should not be used for any other purpose.
New Referral rates measures
We have introduced new referral rates measures per 100,000 population at sub-ICB and ICB from the December 2023 publication onwards. These are as follows:
- ASD16f, Number of patients with an open suspected autism referral in the month per 100,000 of the population
- ASD16g, Number of patients with an open suspected autism referral in the month that has been open for at least 13 weeks per 100,000 of the population
- ASD16h, Number of patients aged 0 to 17 with an open suspected autism referral in the month per 100,000 of the population
- ASD16i, Number of patients aged 0 to 17 with an open suspected autism referral in the month that has been open for at least 13 weeks per 100,000 of the population
- ASD16j, Number of patients aged 18 and over with an open suspected autism referral in the month per 100,000 of the population
- ASD16k, Number of patients aged 18 and over with an open suspected autism referral in the month that has been open for at least 13 weeks per 100,000 of the population
Demographic Breakdowns
Please note that some demographic breakdowns don't sum back to the total. This is due to the demographic being linked to the most recent instance of an open referral. In some cases these open referrals are from different reporting periods and as such different demographics are reported.
Referral to Care Contact
Determination of the denominator
The denominator for the measures is comprised of people with a new referral for suspected autism in a reporting period (in this case the reporting period is a month)
A referral record is in-scope for these statistics if:
- The coded reason for referral is ’25’ (suspected autism)
This is irrespective of whether this referral ends in a diagnosis of autism.
Step-by-step construction and measures
Step 1: Get all records with suspected autism (MHSDS Reason for referral = '25' - suspected autism) as the referral reason within the reporting period from tables MHS101 and MHS103
Step 2: Remove referrals that have an associated inpatient spell in the hospital provider spells table (MHS501)
Step 3: Join these referral records to the master patient index (MHS001) to allow demographic information to be gained for each patient
Step 4: Link the combined referral and demographic records to the first attended care contact date recorded for each referral, ensuring that this contact is the earliest associated with each referral. Types of contact considered for this analysis are face to face or video consultation.
Step 5: Link the combined referral and demographic records to the diagnoses data.
Step 6: Construct measures based on the length of time elapsed (in days) between initial referral and care contact received, as follows:
ASD11 - Number of open "suspected autism" referrals in the month
Count of all unique referrals open at some point in each month between the reporting period start date and reporting period end date
