Summary
This publication contains aggregate information on adults and children registered as being blind or partially sighted with local authorities in England. SSDA902 data, collected in 2023 through the Short and Long Term (SALT) return, relates to the registers of blind and partially sighted people maintained by Councils with Adult Social Services Responsibilities (CASSRs). Throughout this report CASSRs will be referred to as local authorities.
Aggregate data is mandated to be collected from 152 local authorities in England, to provide insight into the number of registrations for the period 1 April 2022 to 31 March 2023.

Key Facts
The England-level statistics for 2022-23 have been estimated as one local authority was not able to submit.
There were 20,330 new registrations in 2022-23, or 56 new registrations per day. This has decreased slightly, from 57 a day (20,945 new registrations) in 2019-20.
As at 31st March 2023, there were 268,500 registrations overall. This equates to 5 registrations per 1,000 people in England.
Over one in four people (28.5%) on the register overall has an additional disability, this is broadly unchanged since the last collection.
