Exemption from 'Official Statistics' designation.

The Data Quality chapter provides an assessment of the quality of the statistical output of the MHSDS Monthly publication series.  This is set out in reference to the UK Statistics Authority (UKSA) Code of Practice for Official Statistics.

Although the ‘Official Statistics’ designation is stated underneath the publication title above, users should be aware that the designation does not currently apply to this edition of the series.  It does, however, remain applicable to all editions up to and including Performance July 2022.

Impact of Cyber Incident on MHSDS data submissions

Unfortunately, a number of providers of MHSDS data have been affected by a recent cyber incident. NHS Digital has actively worked with these providers to understand how best to resolve any data submission issues that may have occurred as a result. We also continue to encourage affected providers to reach out to [email protected] as well as their regional Emergency Preparedness, Resilience and Response (EPRR) teams.

Issue with DQ VODIM Metrics DQM57 to DQM62

NHS England have uncovered an issue with the DQ VODIM files associated with this publication. The metrics impacted are DQM57 to DQM62. For these metrics, valid values were incorrectly identified as Invalid.

These values have not been removed or updated but should be disregarded by users when using the VODIM files.

Summary

This publication provides the timeliest picture available of people using NHS funded secondary mental health, learning disabilities and autism services in England at Provider level. This information will be of use to people needing access to information quickly for operational decision making and other purposes. More detailed information on the quality and completeness of these statistics is available in the Data Quality section, as well as within the Data Coverage and Data Quality VODIM and Integrity files available under 'Resources'.


Release of 'End of Year Final' 2022-23 data

'End of Year Final' versions of the main monthly csv files for each month between April 2022 and March 2023, collected under MHSDS version 5, which reflect revised 2022-23 Multiple Submission Window Model submissions that occurred after 'Performance' monthly data had already been published are now available.   These csvs include a complete set of breakdowns, including the national level data that was omitted from the corresponding performance csv released at the time for each month between August 2022 and March 2023.

Impact of Cyber Incident on MHSDS data submissions

Although the impact on Performance June and July 2022 monthly data was quite limited, the impact on Performance August 2022 data is much more substantial. As such, national level breakdowns have been omitted from all outputs that are part of this publication, other than the DQ vodim CSV files. It was not considered appropriate to publish national level Performance August 2022 data at present, given that these data are not an accurate reflection of activity for that month.

NHS England has, however, produced national level estimates which have been calculated through imputation.  These are now available from the National Estimates Supplementary Information page.  

Data at Provider and Local Authority level data are still included within this publication.  Comparisons between providers not impacted by the cyber incident are still valid, as are comparisons between Performance August 2022 data and that of previous months for any given non-cyber incident impacted provider.

We will continue to monitor this situation with regards to subsequent months’ publications. No changes to submission processes will be introduced while service providers are actively dealing with this issue.

Providers also have the opportunity to resubmit MHSDS data for any month between April 2022 and February 2023, up until the final 2022/23 multiple submission window model (MSWM) deadline in May 2023, and this should serve to further mitigate the issue. This will then feed into the 'End of Year Final' data made available shortly afterwards. 

It is expected that 'End of Year Final' data will include a complete set of breakdowns for every month of 2022/23, including national level data.

Breakdowns relating to new commissioning structures 

Breakdowns relating to the new commissioning structures (ICB, Sub ICB, Commissioning Region) which superseded legacy commissioning structures (STP, CCG, Commissioning Region) on 1 July 2022 are now available for Performance August 2022.

These breakdowns are, however, also substantially impacted by the cyber incident.  They are not an accurate reflection of activity for Performance August 2022, although some ICBs/Sub ICBs/Commissioning Regions are impacted more than others.   As such, these breakdowns have been separated out from all outputs that are part of this publication, and transferred to a dedicated ICB and Sub ICB location Supplementary Information page. 

We have also updated all interactive dashboards to include new commissioning structure breakdowns for all months from Performance July 2022 onwards.

Key Facts Based on 'End of Year Final' data

  • At the end of August, there were 1,599,805 people in contact with services; the majority of these (1,077,920) were in adult mental health services.
  • There were 375,662 people in contact with children and young people’s mental health services and 194,135 in learning disabilities and autism services.
  • 361,135 new referrals were received into services during August and 1,828,286 care contacts were attended.
  • 21,044 people were subject to the Mental Health Act at the end of August, including 16,066 people detained in hospital.

Mental Health Services Time Series Dashboard

The Mental Health Services Time Series Dashboard provides time series data for a number of key metrics within the publication with data dating back to April 2016. The dashboard also presents visuals for the demographic breakdowns alongside a small number of metrics shown at CCG level.

MHSDS version change

This is the eleventh monthly release using data collected under MHSDS version 5.  Please refer to the January 2022 publication for an outline of the changes to the dataset introduced by the move to MHSDS version 5.  Full details of the changes to the dataset are available in the Technical Output Specification and the updated constructions for all measures in this publication are available in the metadata file.
