Written-off and Recovered Deferred Payment Agreements

Recovered DPAs

£78.8 million was fully recovered from DPAs that concluded during 2019-20, which related to 3,105 DPAs.

Regionally, the South East reported the highest number (540) of concluded DPAs that were fully recovered, which is 17.4% of all DPAs that were fully recovered in England.

The London region reported the lowest number (160) fully recovered DPAs, amounting to 5.1% of the England total.

Nationally, there were 3,105 recovered DPAs during 2019-20. However, reasons for conclusion were reported for only 3,100 of these. There was a 46.6 / 53.4% split by reason for conclusion, with 1,445 concluded due to death of the holder and 1,655 concluded during the lifetime of the holder.

This varies regionally, with the West Midlands region having the lowest (38.3%) and London having the highest proportion (60.6%) concluding due to the death of the holder.

For the 1,445 DPAs that concluded due to the death of the holder, 26.3% (380) had been in place for more than 36 months.

Of the DPAs that concluded during the lifetime of the holder, 29.4% (485) had been in place for six months or less.

Whilst overall, 46.6% of DPAs conclude due to the death of the holder, the longer the duration of the DPA, the higher this proportion is (32.9% due to death in 6 months or less, increasing to 64.1% concluding due to death after 36 months).

Written-off DPAs

The total value written-off was £1.3 million from 40 DPAs that concluded during 2019-20.

Recovery was attempted against 30 of these. There was a partial recovery from 15 DPAs with a value of £750,000.
