Primary care commissioning activity report (PCAR)

The PCAR was introduced in 2016/17 to support greater assurance and oversight of NHS England’s primary care commissioning responsibilities. It replaces what had often been variable and ad hoc requests for information with a more systematic approach.

What information is collected

The primary care commissioning report collects information on local commissioning activity regardless of the commissioning route, for example, NHS England or CCGs with delegated authority.

The main areas of interest for reporting include:

  • management of contractual performance
  • financial assistance to providers
  • procurement and expiry of contracts
  • availability of services, including closed lists
  • assurance of policy compliance and implementation

Completing the return

The regional teams have the option to either:

  • complete the return on behalf of all clinical commissioning groups (CCGs) within the Director of Commissioning Operations (DCO) area
  • request CCGs with delegated commissioning responsibilities complete the collection for themselves

The regional teams will still need to complete the return in respect of any non-delegated CCGs. CCGs with joint commissioning responsibilities can lead on reporting themselves if appropriate and agreed locally. 

All information collected is generic commission data, for example number of closures, number of procurements and outcomes and adherence to policies. There is no sensitive or personal identifiable information and the collection is also voluntary.
