NICOR Cardiac data collection Data Provision Notices
Data Provision Notices to provide NHS Digital with data from NICOR's National Cardiac Audit Programme to support the Secretary of State’s response to coronavirus (COVID-19).
The National Cardiac Audit Programme data is required by NHS Digital to support COVID-19 requests for linkage and analysis. These requests are often urgent and in support of direct care and service monitoring, planning and research. These are all functions that NHS Digital has been asked to deliver as a national resource in response to COVID-19, through the COVID-19 Directions.
The cardiac data will be employed to carry out analysis into the interplay between COVID-19 and cardiac health. The cardiac data will be particularly important due to the apparent increased risk to people with underlying health conditions.
The National Cardiac Audit Programme is part of the National Institute for Cardiovascular Outcomes Research (NICOR). The Programme is funded by NHS England through the Healthcare Quality Improvement Partnership (HQIP).
Scope of the collection
The collection will contain six distinct data sets to be provided in the form agreed with NICOR and the Healthcare Quality Improvement Partnership (HQIP), where HQIP is the data controller:
- National Adult Cardiac Surgery Audit
- National Heart Rhythm Management Audit
- National Congenital Heart Disease Audit
- National Heart Failure Audit
- Myocardial Ischaemia National Audit Project (MINAP)
- Coronary Angioplasty (Percutaneous Coronary Interventions).
June 2020: Update: the scope has been extended to now include the following NICOR data, where Barts NHS Health Trust (as the host of NICOR) is the data controller:
- Transcatheter Aortic Valve Implantation (TAVI) Audit.
An additional Data Provision Notice has been issued (see below).
Legal basis for provision of data
NHS Digital has been directed by the Secretary of State under section 254 of the Act to establish and operate a system for the collection and analysis of the information specified for this service for COVID-19 purposes.
The initial data collection is due to start during April 2020 on the specific date to be agreed with HQIP; the additional data collection for TAVI data is to start during May 2020 at a date to be agreed with NICOR.
The data will be held by NHS Digital for as long as is necessary for the COVID-19 purposes described within the Data Provision Notice. The collection will continue until the expiry of the COVID-19 Directions or earlier if NHS Digital issues a notice to cease collection.
