Change summary - 2021 CCG mergers

This is a summary of changes to organisation reference data (ORD) due to Clinical Commissioning Group (CCG) mergers. The changes will take effect from 1 April 2021.

1 July 2022 changes to naming of CCGs and STP

This page was created before the 1 July 2022. Any reference to Clinical Commissioning Group (CCG) should now be the new Sub ICB Location. Any reference to STP should now be (integrated care board (ICB). 

The following information provides a summary of the data changes being introduced to Organisation Reference Data (ORD) as a result of the 2021 Clinical Commissioning Group (CCG) mergers.

The mergers are subject to NHS England and Improvement (NHSEI) approval by January 2021. Those approved will take effect from April 2021.

We recommend that ORD users assess the impact of the changes, to enable the completion of any preparatory work needed on their systems and processes, ready for implementation of the changes


What we are changing

On 1 April 2021, 38 Clinical Commissioning Groups (CCGs) are merging to create 9 new CCGs.

Organisation Data Service (ODS) will publish 9 new CCG codes on the ODS system from 10 February 2021. They will have a future legal start date value of 1 April 2021.

The 9 new CCG codes will be available in the ODS API, ODS portal, Care Identity Service (CIS) and Spine from 11 February 2021.

They will also be available in the legacy CSV files on 26 February 2021. Between 1 to 9 April 2021, ODS will reparent organisation records (ODS codes) that have a relationship to one of the 38 CCG codes, over to the 9 new CCG codes.

The 38 legacy CCG codes will then be legally closed with a legal close date value of 31 March 2021. The 38 legacy CCG codes are scheduled to be operationally closed on 30 September 2021.

There are no STP or CCG boundary changes as part of the 2021 CCG mergers. This will be assured by confirmation from NHS England and NHS Improvement (NHSEi) CCG Region leads, upon them requesting a reserved CCG code from ODS.

There are no 2021 CCG mergers occurring in the North West (Y62) or South West (Y58) NHS England Regions.

Overview of changes

10 to 26 February 2021 - 9 new CCG codes introduced

9 new CCG codes will be published on the ODS system from 10 February 2021.

They will have a future legal start date of 1 April 2021.

The 9 new codes will be published in ODS API, ODS portal, CIS and Spine from 11 February 2021.

They will be published in ODS monthly XML file and legacy CSV files from 26 February 2021.

1 to 9 April 2021 - relationships reparented and 38 CCG codes legally closed

Relationships for approximately 11,000 ODS codes reparented to new CCG codes on the ODS system.

These include:

  • 4,633  social care sites
  • 235 primary care networks
  • 4,329 schools
  • 2,119 prescribing cost centres

The prescribing cost centres include non-primary role (ID: RO76) GP practice codes.

The ODS API, ODS portal, XML and CSV files will reflect all new relationships following this window, in accordance with their own update frequencies.

The 38 legacy CCG codes will then be legally closed with a legal end date value of 31 March 2021.

30 September 2021 - 38 CCG codes operationally closed

CCGs migrate operational dependencies linked to 38 legacy CCG codes in systems and services is moving over to 9 new CCG codes. The 38 legacy CCG codes will then be operationally closed with an operational end date value of 30 September 2021.

Reparenting figures are for organisation reference data only and approximate. New relationships may be introduced or closed before 1 April 2021.

 

Some healthcare professionals’ data (Egpcur.csv and Enurse.csv) is also impacted by the change.


Reconfiguration mapping

The April 2021 Reconfiguration mapping file maps the current, 38 merging CCG codes to the 9 new CCG codes, and the STP and NHS England Region codes they will be geographically linked to.
