Change summary - 2020 STP, CCG and Commissioning Hub reconfiguration

This is a change summary for hierarchical changes to organisation reference data (ORD). The changes will be implemented by the organisation data service (ODS) in all ODS published products in April 2020.

1 July 2022 changes to naming of CCGs and STP

This page was created before the 1 July 2022. Any reference to Clinical Commissioning Group (CCG) should now be the new Sub ICB Location. Any reference to STP should now be (integrated care board (ICB). 

Background

For a mapping file of the hierarchical changes please refer to the Changes to organisation reference data: sustainability and transformation partnerships reconfiguration. The mapping file does not contain the full scope of changes. This change summary should be acknowledged in conjunction with the mapping file.

Although the sustainability and transformation partnership (STP) hierarchical change will be implemented into ORD in April 2020, it was operationally effective from April 2019.

The Organisation Data Service (ODS) strongly recommends that ORD data users assess the impact and prepare themselves for the changes.

In April 2020, 14 NHS England (Region, Local Offices) will be replaced by 42 sustainability and transformation partnerships (STPs) as the Higher Level Health Authority in organisation reference data (ORD).

A total of 14 NHS England (Region Local Offices) will be replaced by 42 sustainability and transformation partnerships (STPs) as the Higher Level Health Authority in organisation reference data (ORD).

The number of Clinical Commissioning Groups (CCGs) and ommissioning hubs sitting underneath this middle tier is also changing as there are a number of mergers occurring at this level. Commissioning hubs will no longer relate to the middle tier of the hierarchy.

Sustainability and transformation partnership (STP) boundary changes – Surrey and Sussex

East Surrey CCG merges with Guildford and Waverley CCG, North West Surrey CCG and Surrey Downs CCG to form NHS Surrey Heartlands CCG.

The STP boundary for Surrey Heartlands Health & Care Partnership therefore expands to include the current CCG


Sustainability and transformation partnership (STP) boundary changes – North East and Yorkshire

3 Clinical Commissioning Groups (CCGs) merge:

  • Harrogate and Rural District CCG
  • Hambleton, Richmondshire and Whitby CCG
  • Scarborough and Ryedale CCG

The STP boundary for Humber, Coast and Vale, therefore, expands to encompass Hambleton, Richmondshire and Whitby CCG and Harrogate and Rural District CCG.


Commissioning hub changes

Of the 30 legacy commissioning hubs, 19 will close and 11 will remain but will no longer be related to a regional office. 9 of these will relate to an NHS England Region and 2 national hubs will relate directly to NHS England (X24). There are five name changes.
