Description: this change upgrades TypeScript to version 7.0 across all repositories. A version bump recommended by Dependabot was failing CI/CD pipelines so this update has been deployed across all repositories.

Description: we have updated the development container's toolchain manager from asdf to mise as a supply chain security enhancement. asdf relies on independently maintained third-party plugin scripts to install language and runtime versions, while mise replaces this with a single compiled binary and a more tightly curated tool registry, along with stronger checksum verification on downloaded binaries.
