Care Identity Management release 8.31

Care Identity Management release 8.31 goes live on 16 July 2026, subject to final approval.

This release includes a backend change to move the service to the new CIS2 Authentication API for managing non-smartcard authenticators.

There will be no change to the user interface and we expect there to be no downtime during the release.
