Summary

Domain 1 of the NHS Oversight Framework (NOF) includes the weight management indicator: percentage of eligible people supported by obesity and long term conditions prevention programmes.

This is a two-part indicator comprised of:

a) Eligible referrals to lifestyle/behavioural weight management programmes (rate per 100,000 people living with obesity)

b) The number of people who have started the NHS Diabetes Prevention Programme (NDPP) (rate per 1,000 eligible people)

The NOF indicator is an Integrated Care Board (ICB) level score based on standardised rates from each part of the indicator. These scores and the underlying data are published here.

This publication contains quarterly data from 01/04/2023 (Q1 2023/24) to 31/03/2026 (Q4 2025/26). Data for Q4 2025/26 is published for the first time. Data for previous quarters may have been updated since previous publications and the data in this publication may also differ from that on Model Health System under the pre-2026/27 ICB boundary configuration.

Eligible referrals to the NHS Digital Weight Management Programme are derived from the Referral HUB hosted by NHS Midlands and Lancashire Commissioning Support Unit (MLCSU) (programme commissioned by NHS England). Referrals to Local Authority commissioned Weight Management Services (LA WMS) are derived from the Community Services Data Set (CSDS) (NHSE)

The number of people who have started the NHS Diabetes Prevention Programme is supplied by South, Central and West CSU from i) the NHS Diabetes Prevention Programme (NDPP) Master Dataset (MDS), ii) the National Diabetes Audit (NDA) Non-Diabetic Hyperglycaemia (NDH) Register and iii) the CVDPrevent Audit. The number of eligible people is those with recorded NDH from the NDA NDH register.

Notes:

Although weight change and weight maintenance are important measures collected within the NHS Diabetes Prevention Programme (NDPP), they are supporting data points rather than the programme's primary outcomes. The principal aim of the NDPP is to reduce the risk of progression to type 2 diabetes through sustained behaviour change. Consequently, unlike the NHS Digital Weight Management Programme (DWMP) and Local Authority Weight Management Services (LA WMS), the NDPP does not use Body Mass Index (BMI) as an eligibility criterion.

Coverage is very low for the LA Weight Management Services part of this dataset.  In August 2023, only 18% of the 180 WMS providers across England were submitting data to the required standard and coverage remains similar
