Summary

This publication contains data taken from the Deferred Payment Agreements (DPA) return to provide information regarding the number and associated £ value of Adult Social Care Deferred Payment Agreements in England for 2021-22.

This report contains aggregate information submitted by 150 of 152 Councils with Adult Social Services Responsibilities (CASSRs) in England for the period 1 April 2020 to 31 March 2021. The England-level statistics for 2021-22 have been estimated as two local authorities were not able to submit data.

In 2021-22 the estimated England figures were:

New DPAs agreed

There were 2,645 new DPAs agreed during the year. The total value of the new DPAs agreed was £44.6 million.

DPAs recovered

£104.0 million was fully recovered from DPAs ending in 2021-22. This total value related to 2,685 DPAs.

DPAs ended and written off

There were 70 DPAs ending during 2021-22 that were partly or wholly written-off. The total value written-off for these DPAs was £1.1 million.

Outstanding DPAs

The total number of outstanding DPAs as at 31 March 2022 was 6,865, the total value of which was £262.7 million.

Types of DPAs

Around 1 in 7 new and outstanding DPAs (both by number and value) resulted in the customer paying the care provider for their care and the LA loaning them the cost of care in instalments (loan type). The remainder were traditional DPAs where the LA will pay the care home directly and will defer part of the charge against the value of the property.
