Steering group minutes April 2024

Item 1: Apologies, conflict of interest, terms of reference
Dr Nicola Byrne, National Data Guardian, welcomed members to the meeting.
Apologies were made on behalf of Sarah Castell (Involve) and Matt Hennessy (NHS Greater Manchester).
No conflicts of interest were raised by members.
Action 1: DHSC and NHS England to publish steering group webpage including terms of reference and meeting minutes.
Item 2: Phase 1 deliberation discussion guides
Thinks Insight facilitated this item.
The Steering Group split into breakout rooms to discuss the 3 discussion guides for Tier 1 of Cohort 1. A representative from Thinks Insight facilitated the conversation in each smaller group.
Following the breakout sessions, the Thinks facilitator from each group fed back the top lines from each discussion.
Steering Group members gave detailed feedback on the discussion guides from workshops 1 and 2. Specific feedback was presented on the problem statement; case studies and language being used in the guides. There was support from members for patient perspectives being used for case studies and throughout the guides. The guides should have more context for participants, especially with the problem statement so the public understand what is in policymakers' power to change. Alongside, several suggestions were made in relation to the use of language, specifically that sensitive language should be used appropriately to ensure the guides are accessible.
Action 2: DHSC and NHS England to circulate updated discussion guides, stimulus material and literature review for comment next week
Action 3: Steering group members to provide Thinks and NHS England with appropriate speakers.
Action 4: Steering group members to suggest case studies.
Item 3: Tier 2 sampling
Thinks Insight facilitated this item.
The discussion conveyed the latest thinking about sampling for the Tier 2 Inclusive Engagement. The representative from Thinks presented that several seldom heard groups would be represented within the sample and gave an overview of the planned recruitment methods.
There were small points of clarity from Steering Group members on use of terminology, that the programme team and Thinks will reflect on.
Item 4: Next steps in design process and next meeting
The Stakeholder and Public Engagement lead facilitated this item.
The discussion focused on the next stages of programme development, and the timing of future meetings to enable members to comment on materials for the engagement. The next meetings would also allow Thinks to feedback on initial workshops, and early findings.
Action 5: DHSC and NHSE to plan future steering group meetings and schedule them.
Item 5: Wrap up and Any other business
Dr Nicola Byrne closed the meeting, no AOB were raised by steering group members.
