Announcement of methodological changes to the Restrictive Intervention Statistics
The restrictive intervention measures within the Mental Health Services Data set (MHSDS) monthly publications were last published in June 2022. Due to the changes within the restrictive interventions dataset tables in MHSDS v5, the restrictive interventions measures we currently publish have been reviewed.
The outcome of the methodological change review involving NHS England, Care Quality Commission (CQC) and NHS Digital has resulted in an agreed new methodology to calculate the existing set of measures.
Methodological change
From the July 2022 publication onwards, the methodology used within the restrictive interventions measures will include the changes described below. Further details of the updated methodology are available on within the MHSDS meta data file of the publication.
Due the MHSDS version change v5, the MHS505 Restrictive Intervention table has been split out into two tables titled ‘MHS505 Restrictive Intervention Incident’ and ‘MHS515 Restrictive Intervention Type’. Our current restrictive intervention measures calculate counts based on ‘restraint type’ and as such now use the MHS515 table from MHSDS v5 instead of the MHS505 table. As well as this, with the addition of the new ‘RestrictiveIntIncID’ and ‘RestrictiveIntTypeID’ unique IDs, we have revised the logic used in these measures to enable use of these data items. Our measures use the latest version of the restraint IDs where providers have flowed more than one version of the restraint ID over the course of the financial year. This means we are able to identify where an existing restrictive intervention record has been corrected and amended as part of the multiple submission window model for MHSDS.
The data model for MHSDS has changed as part of the version 5 meaning the restrictive intervention tables now hang off the hospital spell table instead of the ward stay table as in previous versions. This change means that we have reconfigured the ‘Number of restrictive intervention types per 1,000 occupied bed days in RP’ measure (MHS96) so that hospital spells are used in this calculation rather than ward stays.
We have also ensured that where appropriate, the hospital spell table is used instead of the ward stay table within calculations for restrictive interventions. Due to the fact that providers have to flow a hospital spell to record any restrictive intervention records, but do not have to populate or flow any information to the ward stay table, there are instances where measure breakdowns using the ward stay table information are impacted. For example, for breakdowns reporting on specialised service types, as this information uses the ‘SpecialisedMHService’ data item in the MHS502WardStay table, there can be cases that don't have any associated MHS502 data as this data has not been submitted. Where this occurs, these are presented as 'No associated Ward Stay' in the specialised service type breakdowns.

Timing
The first publication to be affected by this change will be the July 2022 release, which covers restrictive intervention types in the period April 2022.
