Quality payments and SCR
Because of its benefits, the use of Summary Care Records was taken into account when funding for community pharmacies was awarded this year. Part of the funding for pharmacies in the financial year 2017-18 was awarded through the scheme, which assesses each eligible pharmacy against quality criteria and awards points for each one fulfilled. Use of the Summary Care Record accounted for 10 per cent of these points over the year.
The Summary Care Record quality criterion
The quality payment for SCR use could be claimed at two review points during the year. At each review point, a pharmacy could claim 5 points if they could demonstrate an increase in use of SCR by comparing access figures from two different time periods. At the second review point, they could also claim if they could demonstrate that they had used SCR more than 100 times in both periods, even if there was no increase in use between the two periods. This recognised pharmacies that consistently accessed the SCR to support patient care.
Review point 1: 28 April 2017
Pharmacies had to show they had used SCR on at least one more separate occasion during period 2, Monday 28 November 2016 to Sunday 30 April 2017, than during period 1, Monday 27 June 2016 to Sunday 27 November 2016.
Review point 2: 26 November 2017
Pharmacies that had used SCR less than 100 times in periods 1 and 2 had to show they had used SCR on at least one more separate occasion during period 2, Monday 1 May 2017 to Sunday 26 November 2017, than during period 1, Monday 3 October 2016 to Sunday 30 April 2017.
Where a pharmacy had used SCR 100 times or more in both period 1 and period 2, they did not need to demonstrate an increase in access.
SCR in community pharmacy usage calculator
During 2017-18, NHS Digital published an SCR calculator tool for pharmacy contractors to use to check SCR viewing figures. This could be used to check how each pharmacy was doing and to complete quality payments returns. NHS England accepted an increase from period 1 to period 2 shown in this calculator as evidence of meeting this quality criterion when the contractor filled in the NHS Business Services Authority online declaration.
To use the calculators:
- download or open the file
- select the calculator tab
- enter your pharmacy's ODS/F code into the blue box
- press enter to display usage data
If you need to find out your ODS/F code or view more specific information on recorded uses of SCR in your pharmacy, you can search in the analysis or viewing data tabs.
