ISB 0092: Commissioning Data Sets

Commissioning Data Sets are patient level data sets intended to deliver robust, comprehensive, nationally consistent and comparable person-based information on activity to support a variety of secondary use purposes.

About this information standard

ISB 0092 Amd 16/2010 Commissioning Data Sets (CDS) Version 6.2 was published as an information standard by the Information Standards Board for Health and Social Care (ISB) on 06 September 2012.

The SUS/NTS Board held on 20 May 2015 confirmed a successful conclusion of its implementation of CDS version 6.2 and wrote to SCCI to advise that the previous versions of 6.1 and 6.1.1 were no longer in use and could be retired. The following Information Standards Notice confirms the retirement, along with the associated NHS Data Model and Dictionary Change Request:

Version 6.2 documents (listed below) remain current and will be updated to remove references to 6.1 and 6.1.1 on the next release of the CDS. Note that this information standard was approved for publication by the Information Standards Board for Health and Social Care (ISB). It has not yet been accepted by SCCI for publication under the Health and Social Care Act 2012.

Update: November 2020: 

The DCB meeting in October 2020 was informed that NHS England and NHS Improvement, as owning organisation, has required acute providers to formally move to weekly submission of ISB 0092 Commissioning Data Sets for the following CDS Types:

  • 020 Outpatients
  • 120 Admitted Patient Care - Finished Birth Episode 
  • 130 Admitted Patient Care - Finished General Episode
  • 140 Admitted Patient Care - Finished Delivery Episode.

This follows a period of voluntary weekly submission to SUS+, to support COVID-19 capacity planning and decision making. The same increased frequency of submission by community, mental health and acute independent sector providers is expected to be in place as soon as possible and no later than 31 March 2021. This move to weekly submission will be assessed by DCB as part of its assurance of the forthcoming release of the CDS – version 6.3. Comments about the above may be sent to for consideration as part of this assurance.
