Mandate for the use of the Patient-Level Information and Costing Systems (PLICS) Acute Data Set across designated NHS providers of acute services.

About this information standard

This information standard mandates the use of the Patient-Level Information and Costing Systems (PLICS) Acute Data Set across designated providers of acute services.

This requires the annual submission of patient level activity and financial data, including all contracted-out activity, to NHS Digital (acting on behalf of NHS England and NHS Improvement).

The introduction of patient level costing is intended to deliver:

  • better benchmarking of costs and patient pathways, enabling a reduction in unwarranted variation
  • better understanding of patient pathways, supporting the introduction of more effective care models
  • an improvement in accuracy of the national tariff and local prices, helping to strengthen efficiency incentives.

The collection year operates on a financial year basis; data is reported annually with a submission window in the summer following the end of the financial year.  Note that the data submission window during 2020 will be open at a later date than usual (7 September 2020 - 13 November 2020) following frontline investment in COVID-19 activity during the normal summer submission period.

The Specification of this standard provides details of how episodes and attendances should be treated for the collection year.

Providers submitting PLICS data no longer need to submit reference costs for those services where PLICS has been mandated. Providers of non-acute services will still be required to submit reference costs until notified otherwise.

This information standard is published under section 250 of the Health and Social Care Act 2012.
