Data Coordination Board (DCB) and coronavirus (COVID-19) activity

Following a period of suspension, the Data Coordination Board (DCB) has announced that from August 2020, the DCB and sub-board (DCSB) will restart monthly meetings.  Where there is an urgent need to collect data to support COVID-19 activity, the existing DCB urgent and short-notice approval processes will be followed. 

In April 2020 the decision was taken to pause (until August) the DCB and DCSB meetings due to the ongoing COVID-19 pandemic. The purpose of this was to ensure that DCB did not approve any items which could adversely impact the frontline delivery of services during the period of the pandemic.  We have now passed the initial peak, and organisations are looking to stand back up critical services. The situation has stabilised sufficiently to enable the DCB to resume normal processes. 

From August 2020, the DCB and the DCSB will start to hold monthly meetings once again.  All standard requests will be scheduled in for discussion at an upcoming meeting.

Where there is an urgent need to collect data to support the ongoing COVID-19 pandemic, or to support the recovery of normal business operations, the existing DCB urgent and short-notice approval processes will be followed.

The Data Coordination Board has been made aware of changes to approved standards and collections, to:

  •  pause the submission of data
  •  extend conformance dates
  •  issue advisory guidance

and now, from July 2020:

  • formally re-start collections paused as a result of COVID-19.

DCB is wholly supportive of these changes, which are listed in the table below. This information is subject to change on a daily basis (the date added to the list is shown in the end column).

Cancer Outcomes and Services Data Set (COSD)

7 May 20: After discussions with the Private Healthcare Information Network (PHIN), Public Health England has produced a “lite” version of  COSD, aimed primarily at first time submitters of the data among private providers of cancer services. This is in direct response to COVID-19 and the consequential restrictions on NHS organisations, including their ability to care for and treat cancer patients, leading to more demand on our private providers.

14 Apr 20: 3-month delay to implementation of COSD v9.0 and COSD Pathology v4.0 until 1 July, and then a further 3 months for Trusts to work with suppliers to get upgraded. During this period either version will be accepted by NCRAS. Full conformance will now be 1 Oct (Dec data upload), at that point COSD v8.0 will be retired.

13 Jul 20: DCB has been informed by NHSEI that, contrary to initial advice, all standards are expected to flow as normal. This position will be re-enforced again through the imminent communication about contracting for the remainder of this financial year.

28 Apr 20: Aggregate and Patient Level: Flow paused but collection should continue for retrospective submission.

Devices: Trusts must submit where they have experienced excessive high cost tariff excluded device usage.

Drugs: This must be submitted as usual.

DCB2239 CQUIN Consolidated Data Collection 28 Apr 20: As CQUIN has been suspended until at least July, there is no need for data collection within this period.

DCB3007 Programme Budgeting 28 Apr 20: The annual collection for 19/20 has been cancelled.
DCB3080 Spend Comparison 28 Apr 20: Both Purchase Order and Accounts Payable collections are continuing. The PO collection (3080-01) moves to weekly collection from 5 May and introduces 3 new data items.
