Revisions policy

This revisions policy relates to the adult social care statistics collected and published by NHS England described on this page:

  • there are no routinely planned revisions to the statistics once published (this can occur for some statistics when they are originally published as ‘provisional’ and then updated to ‘final’ – this is not the case for adult social care statistics)
  • unscheduled revisions may take place where an error has been found in NHS England’s statistical publication process. Processes are automated where possible and continually reviewed, checked and documented to minimise risk of error. Where an unscheduled revision has occurred we will ensure this is flagged and explained to users in a transparent way
  • revisions to the data provided to NHS England by local authorities is only permitted during the data collection ‘refresh submission period’ (a period of time after the mandated submission deadline and before publication, where data providers have access to a data quality validation report from NHS England). Once the deadline for the refresh window has passed no further changes can be made

The Adult Social Care collections Data Dictionary replaces the Equalities and Classifications Framework (EQ-CL) and is intended for use alongside the detailed guidance documents for the Adult Social Care collections. The Data Dictionary is experimental (beta) and we welcome all feedback.

Client-Level Data collection

The government is transforming adult social care data so that we can deliver better, joined-up care to people who draw on care and support. You can learn more about this in Care data matters: a roadmap for better data for adult social care.

As part of this, from April 2023 the government is introducing a national mandatory person-level data collection – the Client-Level Data collection (CLD). CLD will replace the existing annual Short and Long Term (SALT) Support data collected by local authorities. CLD will be added to the single data list and will be mandatory for all local authorities from April 2023.

The Department of Health and Social Care (DHSC) have provided funding to support local authorities with the set-up of client level data in financial year 2022/23 (details can be found here: Adult personal social services: specific revenue funding and grant allocations - 2022 to 2023 - GOV.UK).

To provide continuity of published statistics about local authority adult social care services, and support improvement to the new CLD collection, DHSC expects local authorities to continue both CLD and SALT data returns in 2023 to 2024. DHSC will confirm funding to support this shortly.
