General information

An individual's ethnic group, disability, religious belief, sexual orientation and marital status description is self-determined. 

Percentages as displayed may not appear to sum correctly due to rounding.


Sources of data

Data was extracted in June 2019 as at 31st March 2019.
Operational Electronic Staff Record (ESR) was the source for:

  • workforce headcounts
  • promotion data
  • starters and leavers

Note that this is a change in methodology to previous analysis, where employee numbers were drawn from the ESR Data Warehouse. 

Jobtrain, our Applicant Tracking System was the source for applications and shortlisted data

Records from Civil Service Learning (CSL) suppliers were the source for CSL training courses.

Internal records were the source for:

  • the NHS Digital Leadership Programme
  • non-CSL training requests

Pluralsight and Safaribooks usage reports were the source for online training.

Internal HR records were the source for employee relations data.


Handling of data

Training and employee relations data was matched to demographic information from ESR where there was a unique identified available. Staff in post at the beginning of the financial year were included in the number who had accessed training during the year. This gave a total headcount of 3,211 individuals for the part of the analysis.

Not all individuals who received training could be matched and so the reported figures give a lower bound for the training that took place.

For this analysis, all employees are counted, including those who may be out of the business for a prolonged period, such as a career break. This methodological choice differs from previous analyses, where only active staff were included.

Unknown records

Where employees have not shared their demographic information in ESR, it's not always clear how the different categories should be interpreted. For example, someone may have an “unspecified” religious belief and it is not clear from this whether they have actively chosen this option or whether it was purposely left blank.

Therefore, we have chosen to group such categories together as “Not Shared”, as to make inferences from these various sub-categories could be misleading.

The common factor with these records is that the individual has not actively chosen to share their information with the organisation on appointment (either through ESR employee self-service, or by logging a call with HR). 

ESR raw demographic categories were grouped as follows:

Disability status

Not Declared, Prefer not to answer, and Unspecified grouped as “Not Shared”.

Ethnicity

Blank, Unspecified and Not Stated grouped as “Not Shared”.

ESR uses the categories recommended by the UK Government and Office for National Statistics, with Other included in the BAME group.

Marital status

Blank and Unknown grouped as “Not Shared”.

Sexual orientation

Unspecified and Not stated (person asked but declined to provide a response) grouped as “Not Shared”.

Bisexual, Gay or Lesbian and Undecided grouped as LGBT+.

Age band

<=20 years and 21-25 years grouped as <=25 years.

66-70 years and >70 years grouped as >=66 years.

For information on starters, we used the closest match to Jobtrain age bands.

Religious belief

I do not wish to disclose my religion/belief and Unspecified grouped as “Not Shared”.

Jobtrain categories

Jobtrain raw demographic categories were grouped as follows:

Disability status

Blank and Not Selected grouped as “Not Shared”.

Ethnicity

Blank, Prefer not to say grouped as “Not Shared”.

Jobtrain uses the categories recommended by the UK Government and Office for National Statistics, with Other included in the BAME group.

Sexual orientation

Blank and I do not with to disclose my sexual orientation grouped as “Not Shared”.

Bisexual, Gay, Lesbian and Other grouped as LGBT+.

Age band

Note: these do not align exactly to ESR age bands. 

Blank and Prefer not to say grouped as “Not Shared”.

Religious belief

I do not wish to disclose my religion/belief and Blank grouped as “Not Shared”.
