DAPB0092: Commissioning Data Sets

Commissioning Data Sets are patient level data sets intended to deliver robust, comprehensive, nationally consistent and comparable person-based information on hospital activity to support a variety of secondary use purposes.

About this information standard

The Commissioning Data Sets (CDS) provide information about NHS provided and NHS funded secondary care activity. As a secondary uses data set, CDS re-uses clinical and operational data for purposes other than direct patient care. It specifies the data items, definitions and associated value sets to be extracted or derived from local information systems.

CDS data is used for a variety of purposes to support the NHS in the delivery of healthcare services, including national reporting through Hospital Episode Statistics (HES) and the allocation of payments through the National Tariff Payment System.

This information standard is published under section 250 of the Health and Social Care Act 2012. An Information Standards Notice (see below) provides an overview of scope and implementation timescales, and the other listed documents provide further detail for those who have to implement the information standard.


Current releases


Updates to version 6.3

13 February 2024: Publication of Data Dictionary Change Request 1895 (January 2024) with respect to CDS v6.3. The EMED3 FIT NOTE ISSUER data item was included as a pilot item in CDS v6.3. To align with DAPB4011eMED3 (fit notes) in Secondary Care, all eligible providers are now required to collect and submit this this data item.  

6 July 2022:  Publication of Corrigendum in respect of CDS 6.3 (Amd 64/2020), supported by changes to the Technical Output Specification (uplifted to DAPB document version 1.1, July 2022) and an NHS Data Model and Dictionary Change Request (DDCR). See Corrigendum above for full details.

16 November 2021: A note has been added to the 'Supporting documents' section of Version 6.3 to announce that a new release of the CDS XML Schema Version 6-3 is due to be published on the 26 November 2021 on NHS Digital’s TRUD platform
The new release corrects an error that restricted the recording of the Social and Personal Circumstances (SNOMED CT) data structure to a single occurrence in CDS V6-3 Type 020 - Outpatient Commissioning Data Set.


Updates to version 6.2

October 2020 change to weekly submission for CDS 6.2

From October 2020, NHS England and NHS Improvement requests Acute providers to formally move to weekly submission of ISB 0092 Commissioning Data Sets for the following CDS Types:

  • Type 020 Outpatients
  • Type 120 Admitted Patient Care - Finished Birth Episode
  • Type 130 Admitted Patient Care - Finished General Episode
  • Type 140 Admitted Patient Care - Finished Delivery Episode.

This request followed a period of voluntary weekly submission to the Secondary Uses Service (SUS+), to support COVID-19 capacity planning and decision making. The same increased frequency of submission by Community, Mental Health and Acute Independent Sector providers was expected to be in place no later than 31 March 2021.

This Data Dictionary Change Notice (DDCN) updates the Commissioning Data Set Mandated Data Flows page in the NHS Data Model and Dictionary to reflect this change.

This move to weekly submission was not formally approved by the DCB (the DAPB predecessor body) as part of version 6.2, but was assessed as part of the assurance of the new release of CDS – version 6.3 (Amd 64/2020).
