Release of 'End of Year Final' data and other updates

Release of 'End of Year Final' data

From April 2020 onwards, NHS Digital has been implementing a multiple submission window model (MSWM) for MHSDS. This allows providers to retrospectively submit data for a specific reporting period once the initial provisional and performance submission windows have closed. Please click on 'Multiple Submission Window Model' under 'Related Links' at the bottom of this page for further information.

'End of Year Final' versions of the main monthly csv files for each of the 5 months between October 2021 and February 2022, collected under MHSDS version 5, which reflect these revised 2021/22 MSWM submissions that occurred after 'Performance' monthly data had already been published are now available.

'End of Year Final' versions of the 'Restrictive Interventions' csv files have also been made available.

'End of Year Final' versions of the main monthly csv files for each of the 5 months between April 2021 and August 2021, collected under MHSDS version 4.1, were published in April 2022.

The September 2021 publication was the final monthly report to be published using data collected under MHSDS version 4.1, and as such, contained 'End of Year Final' rather than 'Performance' data when originally published. The Provisional October, Provisional November 2021 publication was the first monthly report to be published using data collected under MHSDS version 5.

The MHSDS Monthly: Performance and Provisional Access and Waiting Times Reference Tables excel files have not been reissued using 'End of Year Final' data. However the underlying Access and Waiting Times measures are available as 'End of Year Final' data within the MHSDS Monthly: End of Year Final MHSDS Data CSV file.

MHSDS version change

This is the second monthly release using data collected under MHSDS version 5. As a result, it contains performance data for October 2021 and November 2021, and provisional data for December 2021.

From the March 2022 publication onwards, the usual pattern of releasing performance data for a single month and provisional data for the subsequent month will be resumed.

Please refer to the January 2022 publication for an outline of the changes to the dataset introduced by the move to MHSDS version 5. Full details of the changes to the dataset are available in the Technical Output Specification and the updated constructions for all measures in this publication are available in the metadata file.

The interactive visualisations available on the Mental Health Data hub were not updated last month due to the absence of any performance data in that release. They have now been updated with performance data for both October 2021 and November 2021 this month in order to bring them fully up to date.

Revision to MHS69 data

An issue has been identified in the originally published MHS69 data contained within each of the three main MHSDS data files:

MHSDS Monthly: Provisional December 2021 MHSDS Data File

The counts reported for SOLENT NHS TRUST (R1C) and KOOTH DIGITAL HEALTH LIMITED (DFC) were incorrect. Due to the construction of the metric, there were small consequential effects on other provider counts also. This error was partially offset by a data quality issue in Kooth's version 5 submissions. A note has now been added to the Data Quality Comments file to reflect this.

Nationally this led to a 0.8% undercount in the published October 2021 Performance data, and a 0.9% undercount in both the originally published November 2021 Performance and December 2021 Provisional data.

The three main MHSDS data files listed above have been reissued as V2 containing revised MHS69 data. The Data Quality Comments file has also now been reissued as V2.

Issue with MHSDS Monthly: Performance October 2021 Restrictive Interventions and MHSDS Monthly: Performance November 2021 Restrictive Interventions CSV files

An issue was identified in the data contained within the Provider; Specialised Commissioning Service; Restrictive Intervention Type; Gender of the MHSDS Monthly: Performance October 2021 Restrictive Interventions and MHSDS Monthly: Performance November 2021 Restrictive Interventions CSV files. As a result, this breakdown was removed from the file.
The error has now been corrected and the breakdown reinstated in the MHSDS Monthly: End of Year Final October 2021 Restrictive Interventions and MHSDS Monthly: End of Year Final November 2021 Restrictive Interventions CSV files published on 14 July 2022.

The breakdown will not be reinstated in the Performance data as it has been superseded by the ‘End of Year Final’ data.

Error affecting Early Intervention in Psychosis (EIP) and Children’s Eating Disorders (ED) metrics

An error has been found in the Early Intervention in Psychosis (EIP) and Children’s Eating Disorders (ED) metrics. The error means that version 4.1 data is being evaluated using version 5 criteria, and as such, activity from September 2021 or earlier that forms part of the pathway and is valid under version 4.1 but not under version 5 has been wrongly excluded from the calculation of the metric.

This impacts published Performance data for October 2021 to February 2022.

The error has been corrected for the March 2022 Final data published on 9 June 2022. It has also been corrected in the ‘End of Year Final’ data for each month between October 2021 and February 2022, published on each of the relevant monthly publication pages on 14 July 2022.

Performance data for October 2021 to February 2022 will not be corrected, as the monthly Performance data for each of these months has now been superseded by the corrected ‘End of Year Final’ monthly data.

Summary

This publication provides the timeliest picture available of people using NHS funded secondary mental health, learning disabilities and autism services in England. These are experimental statistics which are undergoing development and evaluation. This information will be of use to people needing access to information quickly for operational decision making and other purposes. More detailed information on the quality and completeness of these statistics is made available later in our Mental Health Bulletin: Annual Report publication series.

• COVID-19 and the production of statistics

Due to the coronavirus illness (COVID-19) disruption, the quality and coverage of some of our statistics has been affected, for example by an increase in nonsubmissions for some datasets. We are also seeing some different patterns in the submitted data. For example, fewer patients are being referred to hospital and more appointments being carried out via phone/telemedicine/email. Therefore, data should be interpreted with care over the COVID-19 period.

• Updates to measures

For details of new measures recently introduced, or changes to existing measures, see the 'Notes on measures' page. There were no new measures released as part of this publicaction. Full details of any changes are also available in the associated Metadata file.

• 72 hour follow ups

An error has been found in the metrics relating to 72 hour follow ups. As part of the change to MHSDS version 5, the Discharge Destination code 38 (prison or police station) was split into two codes, code 40 and 42 (Penal establishment and Police Station / Police Custody Suite). These code changes were not implemented in the initial update of MHSDS metrics. The list of metrics that have been impacted is as follows:

MHS78 - Discharges eligible for 72 hour follow up in RP

MHS79 - Number of 72 hour follow ups in RP

MHS80 - Percentage of 72 hour follow ups in RP

This error caused MHS78 and MHS79 to be over reported by around 0.1%. Given the small difference, publications will not be amended retrospectively for this. MHSDS data is subject to the Multiple Submission Window Model which means that a final annual position will be published with this amendment and any changes to data from provider resubmissions enacted.

It is also planned that the methodology for 72 hour follow up metrics will be reviewed in the new financial year with a view to changing the way that discharges with no recorded discharge destination are handled.

At the end of October, there were 1,501,988 people in contact with services; the majority of these (1,022,168) were in adult mental health services.
There were 350,675 people in contact with children and young people’s mental health services and 175,560 in learning disabilities and autism services.
378,316 new referrals were received into services during October and 1,970,514 care contacts were attended. 21,223 people were subject to the Mental Health Act at the end of October, including 16,086 people detained in hospital.

At the end of October, there were 1,498,010 people in contact with services; the majority of these (1,019,877) were in adult mental health services.
There were 349,449 people in contact with children and young people’s mental health services and 173,768 in learning disabilities and autism services.
365,925 new referrals were received into services during October and 1,952,430 care contacts were attended. 21,300 people were subject to the Mental Health Act at the end of October, including 15,878 people detained in hospital.

At the end of November, there were 1,525,466 people in contact with services; the majority of these (1,033,190) were in adult mental health services.
There were 361,690 people in contact with children and young people’s mental health services and 177,926 in learning disabilities and autism services.
406,095 new referrals were received into services during November and 2,136,256 care contacts were attended. 21,146 people were subject to the Mental Health Act at the end of November, including 16,017 people detained in hospital.

At the end of November, there were 1,518,888 people in contact with services; the majority of these (1,030,962) were in adult mental health services.
There were 357,802 people in contact with children and young people’s mental health services and 176,081 in learning disabilities and autism services.
387,738 new referrals were received into services during November and 2,109,886 care contacts were attended. 21,007 people were subject to the Mental Health Act at the end of November, including 15,647 people detained in hospital.
