Breast and Cosmetic Implant Registry

The Breast and Cosmetic Implant Registry (BCIR) was opened on 10 October 2016. It captures the details of all breast implant procedures completed in England, Scotland and Northern Ireland by both the NHS and private providers.

From the 21 March 2024, the BCIR has moved from the Clinical Audit Platform to the Outcome Registries Platform. 

Access for registered users

Access to the registry is now via the Outcome Registries Platform.

Overview of the registry

The Department of Health and Social Care directed NHS Digital (now known as NHS England) to carry out this work in response to recommendation 21 of the Keogh Review of the Regulation of Cosmetic Interventions.

The registry records the details of any individual who has breast implant surgery, so they can be traced in the event of a product recall or other safety concern relating to a specific type of implant. It also allows the identification of possible trends and complications relating to specific implants.

The registry collects data on all types of breast implant and explant (removal) surgery. This includes revisions and reconstructions, such as temporary tissue expanders.

All providers of breast implant surgery are expected to participate.

Data Provision Notices have been issued and are available.

Legal basis

Read the Secretary of State for health and social care Directions and the NHS Scotland non-mandatory request and Northern Ireland non-mandatory request.

The national data opt-out in England does not apply to this collection because the data is collected under directions.

In Northern Ireland, patients consent for their data to be in included in the registry. Consent is not required in England and Scotland.


Patient information

Only hospital or clinic staff with access to the registry can enter patient information. Any treating hospital or clinic can request access for their staff.  

If you would like your information added to the registry, please ask your surgeon or the hospital or clinic where you were treated to add it.  

If your patient record is not available to the hospital or clinic staff, they will not be able to add your information to the registry.

How the registry has been developed

NHS England is working closely with the Department of Health and Social Care, Medicines and Healthcare Products Regulatory Agency (MHRA), patient representatives, relevant professional bodies and other agencies to develop the BCIR. 

Representatives of these groups provide clinical input, advise on content, governance and outputs via the Breast and Cosmetic Implant Registry Steering Group.
